BRIEF SUMMARY OF OVERALL PROJECT WITH THE MAIN OBJECTIVES

The overall objective of this proposal is enhancing research cooperation on gender and science be-tween the European Union and the Mediterranean countries.
Research cooperation is aimed at better understand the roots of gender inequality in science in the area, taking into account cultural diversities and traditions, and analyse how the Mediterranean countries are addressing this issue. It will deal with gender equality from a twofold perspective: the representation of women in scientific research and technological development and the integration of the gender dimension in research policy. The project will provide state of the art description, data collection and relevant comparative analysis on gender and science in all the Mediterranean coun-tries, focusing on three key themes: statistics on women in science, gender equality policies and re-search on gender inequalities in science careers. These results will be made accessible to the re-search community and policy makers via an online database, publishable reports and workshops. With the overall purpose of enhancing networking and steering policy-making on gender and sci-ence in the years to come, the project will finally develop recommendations for policy-makers aimed at enhancing the presence of women in scientific research and technological development at all levels and ensuring a better integration of the gender dimension in research policy.
The Mediterranean countries included in the proposal are the Mediterranean Partner Countries (MPCs), i.e. the Mediterranean countries included in the list of International Co-operation Partner Countries: Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestinian-administered areas, Syri-an Arab Republic, Tunisia.

THE PROBLEM AREA ADDRESSED

There is an imbalance in the number, seniority and influence of women and men in scientific fields and professions worldwide. The roots of gender imbalance lie deep within each society, each pro-fession and each institution. Gender imbalance is not a self-correcting phenomenon and only con-crete measures targeting specific aspects of its manifestations can lead to any significant change in this area.
a) Presence of horizontal segregation in science careers. The research will include the issue of segregation in scientific subjects and subsequent occupations between girls and boys, the perception and attractiveness of Science, Engineering and Technology (SET), the causes underlying these choices (e.g. stereotypes, cultural and social influences, etc.), the causes of success and failure at university level, etc.
b) Presence of vertical segregation in science careers, including barriers for women to reach top scientific positions ('glass ceiling' or 'sticky floor'), mentoring / tutoring initiatives, etc.
c) The underlying causes and effects of these two aspects, for instance work-life balance is-sues, pay gap, mobility-related obstacles, dual careers, evidence of discrimination, working culture, stereotypes, etc.
d) National or regional policies, legislations, and positive actions, as well as the core stake-holders in the above mentioned fields, including government, funding agencies, academia, and civil society organisations.

DESCRIPTION OF THE ACHIEVEMENTS

The project looks at gender equality in science in terms of organisation (gender balance in science) and knowledge (mainstreaming sex and gender analysis in basic and applied research). Both dimen-sions converge on the need of structural change (making research institutions more gender-aware). First general observations for MPCs are the great improvement in human development (Algeria, Morocco, Tunisia) and impressive progress in gender equality in education and health, although women’s political and economic participation has not improved at the same pace. This trend is also applicable to science. Women are more present than ever in higher education and research, but re-main severely under represented at the top of scientific careers. The situation of women in science is rather similar in the MPCs and the EU countries. This is a remarkable fact if we take into account that women’s access to higher education is a more recent trend in the MPCs and global gender ine-qualities are more pronounced in the MPCs.
In conclusion, it seems that it is time for action also in MPCs. More systematic efforts are needed at different levels and involving a variety of factors, including governments; relevant scientific institu-tions (academic, educational, research and funding institutions); professional associations; employ-ers’ organisations and trade unions; women’s and other relevant nongovernmental associations, which is exactly the subject of the EMW discussion.
